Catherine is a shareholder in the firm of Briggs and Morgan, Professional Association, and is based in our Minneapolis office. She is a member of the Public Finance Section and practices principally in the areas of:
Catherine represents clients across a broad spectrum of industries, including municipalities and governments, nonprofit organizations, banking and financial services, education, health care, housing, and closely held companies. She has significant experience working with 501(c)(3) organizations, representing nonprofit, 501(c)(3) borrowers in tax-exempt and conventional financing of multifamily housing, senior housing, skilled nursing facilities and various community facilities. In addition, she works as bond counsel, underwriter’s counsel, borrower’s counsel, 501(c)(3) counsel, trustee’s counsel, and credit enhancement provider’s counsel on bond transactions that include housing, charter schools, small issue manufacturing, 501(c)(3) organizations and tribal financing.
Catherine also advises small businesses and nonprofit corporations on general corporate matters and governance issues, and advises both employers and employees in the negotiation of various employment agreements.
Catherine’s experience includes:

Playing an instrumental role in the development of charter school financing, having acted as underwriter’s counsel in the financing of over 35 public charter schools in Minnesota, Arizona, Massachusetts and Ohio

Representing the underwriter in an innovative $16,000,000 tax increment financing of a large national bank operations center

Developing and making presentations regarding the implications of the redesigned Form 990 information return on tax exempt, 501(c) (3) organizations
Catherine is a member of the Hennepin County, Minnesota State and American bar associations, as well as the National Association of Bond Lawyers, National Association of Housing and Redevelopment Officials, the Minnesota Institute of Public Finance and Women in Public Finance. She is admitted to practice in Minnesota state courts and U.S. District Court, District of Minnesota.
In the community, Catherine serves as Chair of the St. Louis Park Housing Authority. She has also served on the Board of Directors for the Calhoun-Isles Community Band, the Minnesota Literacy Council, Chamber Music Minnesota, and the Hennepin County Bar Foundation. Her pro bono work includes the provision of general corporate services to several small 501(c)(3) organizations.
Catherine received her B.A. from Northwestern University and her law degree from the University of Michigan. Prior to joining Briggs she was a partner with a Minneapolis firm practicing in the areas of public finance and business law. She joined Briggs in 2010.
