Matthew is a member of the Energy section and practices primarily in the areas of: 

  • Energy industry regulation and commercial transactions
  • Supply chain procurement
  • Public utility regulation
  • Administrative law and procedure
  • Large generator interconnection

Matthew advises utility clients on numerous supply chain procurement matters for nuclear, fossil, and renewable generation, and for transmission and distribution facilities, including contracts for equipment and materials, software, construction services, and professional services.  Matthew also represents clients on large generator interconnection issues and in various types of contested case proceedings.

Prior to joining Briggs, Matthew was an energy attorney in Boston, where he represented clients in proceedings before the Massachusetts Department of Public Utilities and Energy Facilities Siting Board.

Matthew received his bachelor's degree from Saint Mary's University of Minnesota, where he graduated summa cum laude as salutatorian. He then received his master's degree from Boston College and his Juris Doctorate from Boston College Law School.
